Поддержка nomenclature_code у предмета расчёта + мелкофиксы

- теперь `getSum()` проверяет по `Constraints::MAX_COUNT_ITEM_SUM` вместо `MAX_COUNT_ITEM_PRICE` (как и должен был изначально)
- подправил `TooLongException`
- всякие phpdoc-и
