CPU: Implement VFMA (Vector) (#1762)
* Implement VFMA.F64

* Simplify switch

* Simplify FMA Instructions into their own IntrinsicType.

* Remove whitespace

* Change tests for Vfnms -- disable inf / nan

All Tests Pass (Slow / Fast Path)
